Dr. Bobby L. Hall is Executive Vice President and Provost at Wayland Baptist University. He holds the doctor of education degree in higher education administration with a minor in management from Texas Tech University. Hall's field of research is organizational behavior and effectiveness, with teaching assignments in management, marketing, organizational studies, research methodology, and higher education. He is also a member of the adjunct graduate faculty at Texas Tech University in Lubbock.
In 1995, Hall founded and organized Wayland's Office of Institutional Research and Effectiveness. In that capacity, Hall designed and implemented an on-going strategic planning and institutional effectiveness program for Wayland's Plainview campus and multiple off-campus centers located in Texas, Arizona, Alaska, Hawaii and New Mexico. He designed, piloted and implemented a comprehensive strategic planning model for institutional effectiveness at the institutional, divisional, and unit levels. Hall was director and chair of the Steering Committee of WBU's 1997 Self-Study for re-accreditation by the Commission on Colleges of the Southern Association of Colleges and Schools.
During his career, Hall has designed and conducted research dealing with teaching effectiveness; student outcome competencies, achievement, aptitude, and satisfaction; alumni satisfaction and accomplishment; employee satisfaction; employee evaluation; academic and administrative effectiveness; relationships with external institutional constituencies; financial analysis; admissions criteria and prediction; and enrollment/retention. The Office of Institutional Research and Effectiveness coordinates university reporting to external entities including the U.S. Department of Education (IPEDS), Baptist General Convention of Texas, and Texas Higher Education Coordinating Board.
Hall has participated in numerous national conferences, including those sponsored by the American Association for Higher Education, Southern Association of Colleges and Schools, and the American Educational Research Association. He has also studied at the Center for Assessment Research and Development at the University of Tennessee, Knoxville. Hall is a peer reviewer for the Commission on Colleges of the Southern Association of Colleges and Schools and an evaluator for both the American Council on Education and the Texas Higher Education Coordinating Board.
Hall has also served as director of graduate studies, administering master's degree programs in business administration, management, education, science, and religion for students in Plainview, San Antonio, Lubbock, Amarillo, and Wichita Falls, Texas, and Clovis, New Mexico. He also chaired the Graduate Council.
Since arriving at Wayland in 1981, Hall has served as director of sports information, photography, placement and career planning, university relations, and institutional research and effectiveness. He became a full-time faculty member in fall, 1999. He and wife Lauren have one daughter, Alexis, who is currently a student at Wayland. They also have a son, Lucas, who is a student at Lockney High School in Lockney, Texas. They live in rural Floyd County, where he enjoys reading, woodworking, oil painting, photography, and radio broadcasting.
