RESPONSIBILITIES:

The Associate/Assistant Vice President (AVP) for Risk Management and Facilities is responsible for directing the development and implementation of the university’s risk management plan. The AVP will be responsible for implementing and directing the University’s environmental management system, and the university’s creation care efforts. The AVP will also provide administrative oversight for the areas of Property Management and Property Maintenance. The AVP for Risk Management and Facilities reports to the Vice President for Enrollment Management.

SPECIFIC TASKS
AND DUTIES:

1.  Act with integrity in all matters and exhibit behavior that reflects the highest ethical and professional standards

2.  Responsible for the leadership, innovation, and management necessary to facilitate the identification, evaluation, mitigation, and monitoring of the University's risks.

3.  Establish the Enterprise Risk Management architecture/framework for the institution.

4.  Develop Enterprise Risk Management tools, practices, and policies to analyze and report enterprise risks, and to manage risks according to an enterprise risk management framework.

5.  Ensure the University's risk management policies and strategies are in compliance with applicable regulations, rating agency standards, and Wayland’s strategic imperatives.

6.  Monitor risk management activities of the organization.

7.  Communicate in strategic ways with the University Board of Trustees and President’s Cabinet regarding Enterprise Risk Management issues.

8.  Work with appropriate personnel to monitor and analyze risks within the University's campuses and report on these risks to the appropriate areas of leadership.

9.  Provide key leadership and inputs into the university’s enterprise risk management committee and ensure alignment with organizational objectives.

10. Provide direction in strategic planning to support budget and goals accomplishment for areas of responsibility.

11.  Provide university officials with appropriate risk management information, data, records, and opinion.

12.  Work closely with external agencies such as EPA, TCEQ, and legal counsel to ensure the university remains compliant in matters of environmental regulations.

13.  Establish and maintain responsibilities of Environmental Management System as outlined by EPA consortium agreement.

14.  Provide leadership for the university’s “creation care/environmental stewardship” efforts.

15. Provide direction for the University’s Offices of Property Maintenance, and Property Management to ensure compliance with all federal and state regulations pertaining to those areas.

16.  Provide leadership in the area of strategic facility planning, deferred maintenance, and construction project oversight.

17.  Serve as a risk management and university leader, contributing to Wayland’s cultural, policy, financial, and spiritual framework.

18.  Update job knowledge by remaining aware of new regulations; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

19.  Administer those personnel and budgets which fall under the administrative oversight of the Associate Vice President of Risk Management and Facilities, including:

a.  Review and approve recommendations of university administrators with respect to appointments, promotions, terminations, leaves of absence, and salaries.

b.  Review and approve recommendations of university administrators with respect to the preparation of the annual budget and special budget requests.

c.  Develop, with appropriate university input, and forward for approval, those policies which define university practice in areas of assigned administrative oversight.

d.  Monitor policies and procedures designed to ensure that all personnel assigned to areas of oversight perform appropriately.

e.  Conduct annual evaluations of those programs and personnel directly responsible to the Associate Vice President for Risk Management and Facilities.

f.  Advise the Vice president for Enrollment Management regarding the status of all areas for which administrative oversight has been assigned.

QUALIFICATIONS: Qualifications to perform this job successfully: an individual must be able to perform each essential duty satisfactorily.  Must have a commitment to Wayland’s mission as a Baptist liberal arts university.
Education, Certification and Licence:

1.  Bachelor’s Degree required.

2.  Master’s degree or equivalent; or a minimum of 10 years related experience, and/or training, or equivalent combination of education and experience.

Experience & Knowledge:

1.  Possess a thorough understanding of facilities planning and enterprise risk management concepts.

2.  Ten (10) years of experience in risk management, facilities management, or upper administration in an educational setting.

3.  An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image.

4.  A strategic visionary with sound technical skills, analytical ability, good judgment and strong operational focus.

5.  A well organized and self-directed individual who is “politically savvy” and a team player.

6.  An intelligent and articulate individual who can relate to people at all levels of an organization and possesses excellent communication skills.

7.  A good educator who is trustworthy and willing to share information and serve as a mentor.

8.  An excellent negotiator who is experienced in contracts.

9.  A decisive individual who possesses a “big picture” perspective and is well versed in systems.

Skills & Abilities:

1.  Must have a commitment to Christian higher education in general and the purpose and philosophy of higher education as promoted by the Baptist General Convention of Texas in general and of Wayland Baptist University in particular.

2.  Strong working knowledge and experience in complex business management strategies and operations of a higher education institution.

3.  Excellent verbal and written communication skills

4.  Strong interpersonal skills that develop effective management relationships with all levels of staff and colleagues, with the ability to professionally represent the University to external constituencies in business matters.

5.  Exceptional ability to interact with members of the University Cabinet, Academic Deans, Campus executive Directors, Board of Trustees and board committees in the planning and administration of University policies.

6.  Ability to apply strategic planning and critical problem-resolution techniques to complex issues relating to University risk management and facilities in a collaborative setting.

7.  Ability to manage multiple priorities and tasks in a demanding, fast-paced environment.

8.  Must demonstrate honesty, reliability, dependability, accuracy and determination.

Additional Requirements:

Must have no delinquent or defaulted Student Loans.  A credit check may be conducted to insure the requirement is met.
