Trustees approve tuition hikes, budget, promotions

PLAINVIEW – The Board of Trustees at Wayland Baptist University approved a new budget for the 2006-07 school year, tuition increases for the Plainview and Virtual Campuses and promotions for several faculty during its regular meeting on March 23.          The $41,233,392 budget reflects a 5.8 percent increase over the current budget, up $2,259,130. That figure encompasses increases in expenditures from additional staff and faculty positions systemwide and the usual increases in equipment, travel, promotion and the like.

              Tuition at the Plainview campus will increase from $315 per semester hour to $340 per semester hour for undergraduate and graduate classes. In addition, the general fee for student services for those enrolled in seven or more hours on the Plainview campus will increase from $225 to $300 per semester.

              Trustees approved a recommendation to freeze the tuition at the 13 external campuses in the Wayland system for another year. The tuition rate at those campuses is $155 per semester hour for undergraduate courses and $180 per hour for graduate courses. Those rates were increased for 2005-06 but will not change.

              Virtual Campus tuition will increase as well, with undergraduate courses rising from $190 per semester hour to $230. Graduate-level classes will be $255 per semester hour, up from $215 previously. All tuition changes go into effect with the new catalog, effective August 1.

              The board approved a recommendation from the Program Committee to grant promotions to several faculty members at Wayland, effective July 1. A promotion from instructor to assistant professor will be granted to Mark Hilliard, art and art education, and Micheal Summers, religion. Promoting from assistant professor to associate professor will be Dr. Kevin Sweeney, geography and history; Dr. Don Knox, business, education and history; Dr. Richard Boyer, business and social sciences; Robert Black, music; Dr. Gary Belshaw, piano pedagogy; Dr. Ralph Palumbo, business; Dr. Hayoung Gim, economics; Dr. Claude Lusk, business; Dr. Yvonne LaMar, education; Dr. Rich Hendershot, education; Dr. Jeffery Barnes, religion; Dr. Jimmy Givens, religion; Dr. David Howle, religion; and Dr. Keri James, education. Promoting from associate professor to full professor are Dr. Tim Parker, business, and Dr. Glenn Simmons, religion and philosophy.

              In addition, Dr. Geoff Wells, professor of political science, was granted an extended sabbatical for the spring and summer terms of 2007 in order to complete research and prepare a rough draft for a book. The book addresses the value of natural law as a Christian orientation and approach to political activity, a subject he has researched extensively, as well as Christian perspectives on church-state relations.

              Dr. Peter Bowen, professor of psychology, was also granted a micro-sabbatical for the summer of 2006 in order to teach psychology at the Kenya campus and to conduct research on ministry to children in the African nation.

              The board also approved a commendation for Dr. J. Hoyt Bowers for his work with the grant and administration of the ASSIST/ASSET program, and the conferring of emeritus status on retiring education professor Dr. Virginia Harris.

              Three new members were welcomed to the board: Sally Walker of Arlington, Dr. Gary Dyer of Midland and Jim Hollon of Lubbock. In addition, Jack Witten of Wolfforth returned the board after a one-year required lay-out to serve another nine-year term.
